The position of Webb County Auditor is appointed by the State District Judges. The County Auditor is the Financial Officer of Webb County, with numerous responsibilities mandated in the Texas State Statutes.
OUR MISSION:
To establish an effective financial management system that fosters efficiency and fiscal responsibility, while fulfilling statutory duties and responsibilities in a professional and objective manner.
DUTIES AND RESPONSIBILITIES:• Forecasts financial data for budgetary formulation purposes
• Verify the validity and legality of all County disbursements
• Prescribe procedures for the receipt and disbursement of funds
• Examine the financial records and accounts of all county offices and reports the findings to the Commissioners Court
• The audit of all records pertaining to county finance
• Establish internal controls
• Advises Commissioners Court concerning financial conditions and the County’s financial position as it relates and affects the Court in the decision-making process
• Manages the financial accounting and reporting of all grants received by the County from federal, state and local government sources as well as private donations.
• Review requisitions, purchase orders, and invoices for proper accountability and compliance with grant specifications before authorizing payment.
• The department also maintains revenue and expenditure budgets and coordinates with functional departments which administer the grants.
These duties and others encompass the daily task of ensuring accountability and financial transparency to the public at large as performed by the County Auditor and his assistants.
ABOUT OUR AUDITOR:
Rafael Pérez, CPA, was appointed as County Auditor in March 2018. He began his employment with Webb County in January 1989 as a field auditor and in June 1991 he was promoted to Chief Deputy Auditor. Prior working experience include 9 ½ years for a CPA firm.
