Born and raised in Laredo, Texas, Jose "Pepe" Salinas has dedicated his life to serving the people of Webb County. Salinas graduated from St. Joseph's Academy and later obtained a Bachelor Degree in Business Administration. In 1979, he entered the law enforcement field where he accrued over 30 years of experience. He is a licensed Peace Officer, and worked as the Webb County Jail Commander under the command of Sheriff Martin Cuellar. Judge Jose "Pepe" Salinas is married to Laura Salinas and has five children, Priscilla, Jessica, Kassandra and Kristina and his son, Kevin.

Justice of the Peace Precinct 4 Civil and Traffic divisions within the court are overseen by staff who have been able to obtain a State of Texas Certification. Knowledgeable expertise are valuable assets for the effectiveness of the court’s operations. The state certified staff has completed its trainings through the office of Texas Justice Court Training Center. Judge continues his efforts for all his staff to continue attending seminars and to be able to obtain a certification in the State of Texas. Judge “Pepe” Salinas understands that hard work is a part of everyday life which is why he implemented night court in 2015 to accommodate for those working residents whom would have had to make scheduling changes to attend a day in court. To continue the expansion of the court and its efficiency currently considerations are being made to go paperless by the e-filing system for attorneys, mediators. Judge “Pepe” Salinas will continue with his pledge to the residents of Pct. 4 in Webb County by applying the law with the outmost respect for all who come before the court.

Judge Jose “Pepe” Salinas found a lack of resources to adequately deter juveniles from entering the court for truancy and other forms of misconduct and assist their families in finding the necessary resources to adequately assist with prevention and diversion services. In 2015, Honorable Judge Jose R. Salinas successfully applied and was awarded funds for the first and only Juvenile Case Manager in Webb County. The Office of the Governors Criminal Justice Division grant allowed for the full time employment of a Juvenile Case Manager. Obtaining this grant allowed the Judge to service these under – served youth to focus on building long lasting oriented programs for the youth in pct. 4. The T.R.I.P. PROGRAM was made possible through state grant and has been administered in the court since 2017. This program allows our court to work and identify with juveniles who are at risk by working together with several participating agencies. The program allows for the students and Juvenile Case Manager to give back to the community by conducting educational sessions and community service for residents in Pct. 4. The REAL MISSION program was established in 2010 and has been instrumental to work with several partnering agencies. This program allows for Pct. 4 students to interact and give back to the community by complying with Truancy Court requirements made possible through partnering agencies. Judge Jose "Pepe" Salinas is dedicated to serve the people of Precinct 4 and supports all residents of Webb County. His experience, coupled with an open door policy and accountability, bringing the best to Webb County.
