DEPARTMENT PURPOSE / FUNCTIONS
Planning and Physical Development Department
(a.k.a. Planning Department)
• Provide regulatory enforcement of land use and development issues and the platting of real property to ensure the orderly development of the county pursuant to federal and state laws and local regulations and the coordination of these activities with the Webb County Planning Advisory Board (PAB) and all affected state agencies, other local governments, and various county departments. Activities include technical assistance to the Commissioners Court and the PAB in the evaluation and development of local regulations, enforcement measures or proposed legislation necessary to correct problem areas regarding these issues with particular emphasis on existing or proposed colonia or residential developments.
• Develop and maintain a geographic information system (GIS), computerized mapping, and physical address system for the county. Coordination of activities with the City of Laredo, Appraisal District, county departments and various representatives from both the public and private sectors as necessary to develop a complete mapping system which can eventually provide geographic depictions and access to data regarding the county's transportation and road system, physical addresses and related mapping for utilization by 9-1-1- emergency service providers, identification of public rights-of-way, the location of public utilities, county-maintained roads, bridges and other public facilities, land/tax parcels, demographics, political jurisdiction boundaries, etc.
• Provide regulatory enforcement measures, through permitting and/or licensing, of land use and development activities including, but not limited to, utility connection permits, floodplain development permits (building permits) in compliance with federal law and local regulations, and licensing of junkyards under the Webb County Order Regulating Automotive Wrecking and Salvage Yards. In conjunction with other offices, departments and agencies, the Department provides regulatory review of land use and development activities related to on-site sewage disposal systems, construction activities, and environmental and health and safety issues.
• Provide technical assistance as needed to the Commissioners Court and various county departments regarding issues related to planning, public infrastructure and facilities (i.e., water and wastewater facilities, transportation, road and drainage improvements, parks and recreational facilities, public buildings/facilities, etc.), regulatory enforcement, and environmental and health and safety issues.
